| The Continuous Improvement & Monitoring System (CIMS) is the state’s response to federal mandates for measuring compliance and improving outcomes relative to the Individuals with Disabilities Education Act of 2004 (IDEA 2004). One goal of CIMS is to provide a framework for streamlining much of the data-gathering and reporting activities in Early On.
