This course will provide a framework for understanding the complex eligibility rules noncitizens seeking access to public benefits and programs face. Particular focus will be placed on the major federally-funded programs including the Food Assistance Program (food stamps), FIP (cash assistance) and Medicaid. It will also explore how participation in those programs may or may not affect immigration status and will address myths that exist in immigrant communities and the general public about eligibility and consequences of accessing benefits. Noncitizens' civil rights in the administration of those programs, including legal rights of persons with Limited English Proficiency will be discussed. Finally, information about available community resources to assist households in obtaining benefits or advice about benefits will be provided
