Anyone working in the Early On system must have knowledge and an understanding of the purpose and application of procedural safeguards at each step of the Early On process. The procedural safeguards required by Part C of IDEA are intended to protect both the interests of families with infants and toddlers with special needs and those of the Early On system. Procedural safeguards are the checks and balances of the system, not a piece separate from the system.
