The Report to Congress by Secretary of Education Betsy DeVos is presented in light of the waiver for Transition from Part C to B. Also, Michigan's Executive Order 2020-65 is reviewed in which early childhood services are included. The guidance and direction surrounding this order is discussed for Early On, GSRP, Head Start and other early childhood programs. Transfer of Placement and the latest information on Child Outcomes is reviewed.
